This category will be awarded to the best digital platform or service that offers open data and/or E-Participation to the public.
For Open data, the data should be freely available, easily discoverable, protected, accessible, and publishable in various ways with licenses that allow reuse. Submission must also demonstrate best open data practices and standards (e.g. data availability, data format, open digital APIs, open digital reference…etc).
For E-Participation, the submission should demonstrate the commitment of the government to engage citizens using the Internet as a channel. It could be a forum to encourage open dialogue, expression of opinions and online discussions, a tool for electronic notes to gather views and build proposals from citizens, or a system/service that allows citizens to participate in discussions across all government entities
Best Open Government Service will be evaluated based on the following criteria:

- Data easily discoverable and accessible

- Adherence of open data standards
- Customer Satisfaction
- The tool or platform availability
- User adoption
- Quality of service
- Citizens engagement
- Outcome and benefits realization
